In a rapidly shifting global order, Amb. Sujan R Chinoy DG of Manohar Parrikar Institute for Defence Studies and Analyses warned that U.S. Indo-Pacific policy is “complex — even somewhat dichotomous,” as Washington balances pressure on allies with efforts to improve ties with China, leaving India, Japan, and Australia to chart their own regional strategies.
Speaking at India-Japan’s community and trade oriented Rising Sun Conclave 3 in New Delhi on Thursday, Amb. Sujan R Chinoy who served as Ambassador to Japan and Mexico said, “As the United States explores better relations with China, there is growing apprehension across the region about the long-term durability of both the Indo-Pacific construct and the Quad framework. But realism demands that countries such as India, Japan, and Australia strengthen their bilateral and trilateral ties regardless of fluctuations in U.S. policy.”
“In this context, the strong electoral mandate of Sanae Takaichi offered reassurance that Japan will remain a major anchor of the Indo-Pacific — just as India is at the other end of the region. She has long regarded Shinzo Abe as a mentor and is expected to sustain momentum behind Japan’s strategic engagement,” Amb. Chinoy asserted in the panel in presence of Amb Raj Srivastav, Dean of Sushma Swaraj Institute of Foreign Service and Amb. Sanjay Kumar Verma, India’s former Envoy to Japan.
Without naming President Donald Trump of the US, Former Ambassador Sanjay Kumar Verma said that a highly polarizing world leader has unintentionally created strategic opportunities for other countries, as global divisions are driving closer cooperation, particularly in the Indo-Pacific region. He noted that the heightened polarization is leading to strategic convergence, with major regions and blocs — including the European Union and the Association of Southeast Asian Nations — developing their own Indo-Pacific strategies, and even countries like Canada becoming more actively engaged. In some cases, this realignment has created unexpected alignments, where rivals such as China may find themselves positioned within the same broader geopolitical framework depending on the issue.
