US Secretary of State Marco Rubio is expected to visit India from October 17 to 22, with Mumbai and Jamnagar on his itinerary, as New Delhi and Washington seek to advance energy cooperation, investment and a long-running trade agreement. The US State Department announced the trip on Tuesday, saying Rubio will also travel to Samarkand in Uzbekistan during the same period.

In India, Rubio is scheduled to meet senior government officials to strengthen the US-India strategic partnership, exchange views on regional and global developments, and discuss enhanced energy cooperation. He will also meet business leaders to explore opportunities for commercial investment and economic cooperation between the two countries.
The visit is Rubio’s second official trip to India this year. Unlike a conventional diplomatic itinerary, it does not include New Delhi, External Affairs Minister Dr. S. Jaishankar is expected to hold a bilateral meeting with Rubio in Mumbai.
Why Jamnagar is on the map
Jamnagar hosts Reliance Industries’ refinery complex, widely described as the world’s largest single-site refining facility, with a capacity of about 1.4 million barrels per day. The inclusion of the Gujarat city suggests that hydrocarbons, refining and commercial energy investment will be prominent themes.
Energy is also the most politically sensitive element of the agenda. India and the United States continue to differ over India’s purchases of Russian crude, US sanctions and tariff policy, even as both governments describe the broader relationship as strategically important.
Trade talks at a critical stage
The trip comes as India-US trade negotiations approach what Jaishankar has described as a “landing point,” though several issues remain unresolved. Washington has been seeking greater market access and reduced trade barriers, while New Delhi has pressed for relief from US tariffs and a more predictable trading environment.
What to watch
Officials have confirmed the destinations and broad agenda but have not announced specific deals, a detailed schedule or the full list of Indian counterparts. The key deliverables to watch are whether Rubio and Jaishankar narrow differences on Russian oil, whether business meetings produce investment announcements, and whether the two sides signal that a trade package is close.
